like instal jinitiator with security warrning,what can i do now

when I press "Instal" button is it harmful to my system or not?
and also I have NO internet ,how can i instal this jinitiater

Please read the installation manual that came with the Oracle Forms and Reports Development environment. The 3-tier structure of Oracle Forms uses the JInitiator to run forms in a browser environment. Just because you are not attached to the internet doesn't mean that you can't look at html based pages.
