I have a database block and i am trying to insert a record. When i insert a first record it will take. But when i insert a second record it will not accept. Is there any means by which we can refresh the table??????. There are no queries written on that block (We could have used go_block,execute_query)

Why not?

By default, it will. It won't only if YOU do something "wrong" which prevents records to be inserted.
