I read the BOOK web_util.pdf from :-
http://www.oracle.com/technology/products/forms/htdocs/webutil/webutil.htm

and after I attach the webutil.olb , webutil.pll to WEBUTIL.fmb ....... like in this image :-

and in the beginning Run Time this message appear to me :-

, I want to know what's went wrong here ?

-- I attach the Fmb file ..... and for webutil.olb , webutil.pll they exist in that Path :-
C:\DevSuiteHome_1\forms

You havent actually attached the WEBUTIL.OLB file yet according to the snapshot u have shown. you have only opened it in the form builder. It should look like in the picture attached.

can you please give me an example ( fmb file ) until understand it well , because I'm still didn't adjust the idea yet .

See the pic attached to my previous message. Double Click on WEBUTIL under Object Libraries, a dialog on the right side opens which says Object Library - WEBUTIL. The second option in that dialog box hold left mouse and drag it to your forms Object Groups property. and select SUBCLASS when the dialog box opens.
