Is it possible to Upgrade the standby from version 10.2.0.2 and 10.2.0.3 and keep the Primary on 10.2.0.2 Secondary on 10.2.0.3.

If your Primary is on 10.2.0.2 then you cant have Secondary on 10.2.0.3.

There is a oracle bug which is related to V$LOGMNR_CONTENTS that
got fixed on 10.2.0.4

please check some more information related to this on metalink

Bug Description

When selecting MineValue from v$logmnr_contents MineValue may return a redo value but not an undo value for a column.
