Install a camera pointing at the display and write some recognition software to interpret the numbers displayed?

Seriously: you have to provide more info. Is this machine connected to your workstation?
In what way does it provide its data?

Dear,

I want to get weight input into oracle forms from weighing scale/machine.

This scale shows weight on its own screen.It can be connected to computer through serial cable and port.

Do you know the name of the supplier of your 'weighing scale/machine'? If so, ring them up and ask for some documentation on its serial interface.
