Even though I turned 'PM' off in my profile, it is still showing 'active' to me when I look at my userid. Is that because it is 'my account', or I am a moderator, or because you can't actually turn 'PM' off?

This is something I noticed before.
Others are able to click the PM button, type in a lengthy text, but Sending it returns a message that the receiver has PM disabled
Would this by any chance be related to this PM I received, and I expect others to have received as well?
