Hi all.. is it possible to audit certain database by mean of an external utility without enabling auditing for the database?

Something like this program:

I want to program a little application that is monitoring an Oracle 7.3 or above, tracking all changes occured to it. How do you suggest me to carry this out? Something like a "global" trigger?
