I want to upgrade my htmldb 2.0 version to apex3.1 version
can any one please provide or refer me
what are the pre and post upgrade dos and donts.
and explain me the steps how to upgrade

Very Good

In general, users can be created through Admin
login.

But I felt convenient to create user and giving rights
through sql command line and then linking through apex.

I do not know whether much easy way is available in apex 3.1
