Hi,
I suppose the events in the windows are mapped to be able to handled in the forms. like WHEN-MOUSE-CLICK,WHEN-MOUSE-ENTER are the windows events handled by forms. But some of the events like mouse scroll are not mapped in the Oracle Forms in all the versions till now. Hope the new version of the Oracle forms comes up with utilities to handle the mouse scroll movements.

Be careful for what you wish. In early versions of Forms 9i the JInitiator did NOT like the mouse wheel and would lock up the application.
