IIS and Oracle

Hello, I am trying to do a SQL query through IIS using ODBC to an Oracle 7.2 server. I have Oracle's ODBC driver installed but when IIS makes a query I get the following error:
Error Performing Query

•[State=S1000][Error=12641][Oracle][ODBC Oracle Driver][Oracle OCI]ORA-12641: TNS:authentication service failed to initialize.

What does this mean? Any ideas would be appreciated.
