First I agree with Mladen.
Second, verify that you set your $ORACLE_HOME, $ORACLE_SID, and if UNIX $TWO_TASK (if used) correctly.
Also verify if the database is in fact running: " ps -ef | grep pmon " should be good enough
If on Windows check that the service is running.
