Port 1521 is the default port. Apparently Oracle disregards the listener name for port 1521.
As far as I know, even if you don't configure a listener on port 1521 explicitly, you will get a listener on port 1521. You can't do anything about that.
Also every database will register itself with any listener on port 1521.
We have a situation with one infrastructure database on port 1521 and one portal database on port 1541, in different Oracle_Homes, with different listeners. However, the latter database still registers itself with the listener on port 1521.
Needless to say which Corp set that system up. You can find it on Redwood shores!

If you don't want such features, do not use port 1521 and set up the local_listene parameter in init<sid>.ora to refer to the correct listener.
