I did a select * from global_name and it returned the GLOBAL_NAME as
XE.


I replaced SERVICE_NAME=XE with SID=XE and restarted the database and
tried connecting using sqlplus but I still get the same error (ERROR:
ORA-12154: TNS:could not resolve service name).
