Recursive sessions are sessions that need to do something with a different userid, such as modify the data dictionary, execute a procedure, or audit.
Now that you know that, it should be obvious that an example would be you would need more privileges to write to an audit table than the userid performing the function being audited, otherwise he could modify the auditing.
Thanks for asking, I had totally forgotten about this and almost gave the wrong answer.
