hosts files should always be evaluated before DNS and it is best practice to record there at least the machine hostname.

If you have a multi-layered architecture you may wish to place there even the name of all your machines.

A DNS query is costly and a DNS is not always reliable (even with a secondary one configured).

Yes, to maitain such a file can be costly but can help improving performance and save your from outages.
