Answering for Mark - That's right.

I've just confirmed that the XE provides an internal listener run by DBMS_EPG and configured by DBMS_XDB packages. No external Apache, yet the DAD and mod_plsql functionality is there, entirely in the DB.

Read the XML DB Developer's guide (10G R2) for a list of the limitations. A few, and not horrible, but they exist.
