Problem solved. Wow, Oracle needs a malicous software removal tool! I
had to follow some steps on removing ALL instances of oracle from XP.
It included removing everything from registry, temp folders, etc. I
have hard copy for these instructions so no link to share. I found
ora9, ora10, and toplink install values in my registry. Also needed to
remove entries in Document and Settings folder.



What a piece of shit the Universal Installer is. I've lost a TON of
respect for Oracle today. And about a day's work :(
