Tricky point:

From a more modern perspective I suppose Neumann and Morgenstein are the most
obvious candidates because of their seminal work on game theory in 1944.

However, it is also possible that Pascal and Fermat (1654) used the same presentation strategy in their ground-breaking work on probability theory.

And when you come down to it, I'll bet one of the Ancient Greek logicians got in there first with just about any pair of yes/no decisions.
