Yes. JDeveloper in particular at every step and Forms significantly
going from 6i to 9i. It is the Reports development team that needs to
be replaced with one good developer that has even the remotest contact
with Crystal, or Cognos, or Brio, or Business Objects, or even
Discoverer.
