The dbms_obfuscation package. You can look it up in the Pl/SQL supplied packages manual for your version (which you don't mention) at http://tahiti.oracle.com The package was introduced in 8i IIRC.

Mickeysoft btw fully desupport Winblows98 and so did Oracle.
