Have you never heard of cold backups?

Of course you have. So why is it not blindingly obvious why some people at some time need to 'stop' their databases?

Besides which, try reading what has actually been written.

"We want to be able to stop one without stopping the others". In other words, the requirement is for independence of shutdown capability, for whatever reason; not a statement that he intends shutting down either or both just for fun or for any particular reason at all. The independence capability is needed, and that is a sufficient business requirement to warrant an actual answer, rather than just a one-liner that seeks to question what he is doing.
