Assuming you are using 9i release 2 (as you use the universal installer) you need at least the following priviliges:
CMKRNL GROUP GRPNAM IMPERSONATE LOG_IO NETMBX OPER PFNMAP PRMGBL PRMMBX SHARE SYSGBL SYSLCK SYSNAM SYSPRV TMPMBX WORLDhth
