Oracle9iAS was designed to run with the built-in Apache 1.3.2 (called Oracle HTTP Server Powered by Apache, or OHS). As far as I can tell, the mods - mod_plsql and mod_oc4j - that come with 9iAS are incompatible with Apache 2.0 (I understand the API has changed, which leads to the problem.)

I strongly encourage you to reconsider using an unsupported combination and return to using Apache 1.3 as supplied in OHS. You may note that Oracle takes responsibility for patches and security issues for the OHS and the two can coexist in your network, although not necessarily on the same machine, and I have quite happily used redirects to resolve address issues.

(It works - why fight it? There are probably more important things to worry than wasting time making the square mod_xxx peg fit into the round Apache 2.0 hole.)
