You don't mention operating system, and Oracle's App Servers have a notorious habit of 'little' differences between OSs.

Assuming a *nix - Have you run their 'validate.sh' script?

One common thing about Oracle9iAS and Oracle AS 10g is the need for a fully qualified host, eg: abc.com (or something silly like localhost.com). And with 10g, the need for a DNS that resolves your host is pretty consistent. (With 9i, that wasn't as stringent 'cause you needed a static IP and put the host.fqdm into /etc/hosts under most circumstances.)
