I like Database Design Tool (DDT): GNUWin ERD drawing tool for PC. Downloadable from http://gnuwin.epfl.ch/apps/DDT/en/

It doesn't reverse engineer from the DB but if you dump out the DDL it can suck it up and RE from that.

It's simple but it's free.
