A visit to the Oracle docs is definitely in order! (http://otn.oracle.com) Each Oracle version has a document that details what is new in that specific version. The list is quite long, and too long for me to post.

If you do not have Oracle implemented yet, then the only real versions of the RDBMS that I would concern myself with are Oracle 9i and 10g. Oracle 6,7,8, and 8i are unsupported versions. Developer 2000, IIRC, is now Developer 9i.
