I haven't found a solution. For those interested, I've done these. I emailed Yahoo support multiple times. They told me I can go to FAQ, choose a question, and click No (meaning not satisfied with the answer) and type in my words. So I did in several FAQs saying they need to keep bulk mail for 0 seconds instead of 30 days, separate bulk mail folder storage from other folders' storage, or reject attachment greater than a configured size. Finally a real person answered and said:

We're sorry, but the current version of Yahoo! Mail does not support that particular feature, and we do not have an estimated date as to when
or if it will be available.

We are always looking for ways to make Yahoo! Mail more ...

So that doesn't help. Earlier I posted a message to comp.mail.misc and asked for advice (see
http://groups.google.com/groups?th=3bcbfa30290a5583). Since people suggested fetchyahoo, I'm going to use that tool to login my account once an hour to empty bulk folder. Make sure you use the latest fetchyahoo since emptybulk is a new option.

If anybody else has some advice, let us know.
