oracle intelligent agent

I try to run intelligent agent. but for dbsnmp, I get the following message:

dbsnmp: error while loading shared libraries: libvppdc.so: cannot open shared object file: No such file or directory

But my LD_LIBRARY_PATH has include $ORACLE_HOME/lib. And also libvppdc.so
exists in $ORACLE_HOME/lib.

If I try agentctl:

agentctl start
