Actually you didn't proof at all the rule hint is faster. After the first select the data is in the buffer cache, so you are simply getting it from the buffer cache. One would need to see the actually amount of Logical I/O (which will be constant, depending on execution plan) to draw any conclusions.
I don't think 9i is rule free, and if you analyze the SYS schema (which is NOT recommended), the SYS schema won't be running on the RBO anymore, which it does now.
In short, don't know what you trying to accomplish, and it looks like you see a fata morgana.
