9i is a database. 11i is a set of applications that run on the database.
Your best bet is to first poke around on oracle.com to see what the products are. Next, join up on otn.oracle.com and then you can download a trial db to play with. Find the documents and read them, starting with the Oracle Concepts Manual. Google this group for books to buy and places to be a newbie.
In general, you are expected to try things before asking about them on these groups.
