Hi,
I'm not absolutely sure about this, but I know that use of the STDDEV_POP function inside PL/SQL blocks was not supported in 8.1.6 - whether this is the case in 8.1.7 I don't know. I can confirm that I can replicate your error using version 8.1.7.0.0. Note 100557.1 in MetaLink mentions this.
