In addition to the other fine suggestions, I'd start reading. Performance tuning is a very broad topic and it can be quite complex too. One doesn't start down a path without knowing how the other paths to performance tuning will intertwine the in future. Start with the Oracle docs, particularly the Performance Tuning guide. Then, have a look at the large number of web sites and books on the market that deal with this subject.
