SQL Plus is the traditional tool (supplied with the database) to handle basic DDL;
OEM is the traditional tool (supplied with the database) to manage the database and security;
"Oracle HTTP Server powered by Apache" and the supplied mod-plsql & mod-perl (supplied with the database) are the traditional way to handle the web interaction;
RMI, JDBC, PSP (supplied with the database) are acceptable alternatives;
any tool that can leverage Oracle Networking (supplied with the database) can be used.
