The following procedure seemed to solve the problem:

  1. Install Oracle 9.2
  2. Create database and Oracle Advanced queues.
  3. Apply 9.2.0.3 upgrade patch.
  4. Run "migrate" scripts to upgrade the database to patch level

It seems if we patch Oracle 9.2 to 9.2.0.3 before creating the database and queues, we get the error mentioned previously.
