Tanel already gave you the information you need. But I'd also like to add that upgrading to 9.2.0 will help you immensely here. Data Guard in 9i is much better than Standby was in 8.1.6. You don't have to set up scripts as Tanel has indicated. Data Guard can automate all of this for you, and much, much more. So do yourself a favor and consider upgrading.
