IMO that is not the right approach. You need some one that can identify the problem first. That can logically work through the various layers (web, application, network, database, operating systems, NOS's, etc.) and check each one individually to identify where the problem occurs (without having to diagnose the problem - that the experts can do).
Then the big guns can be called it to confirm and fix it. Egos tend to come into it as in "it's not my network, so it must be your code" type of thing when using the en-masse approach (which only worked for cavalry charges - and even that tended to be a very bloody affair).
