Hi Daniel,
I should just like to say that I would never expose $ORACLE_HOME/rdbms/admin to utl_file as there are a number of things that could be written to some of the files there that could certainly help a hacker install a backdoor. The files in this directpory are read to all by default don't make them write as well via this method.
Also the tnsnames.ora is in $ORACLE_HOME/network/admin by default.
