To take snapshots using statspack, you are supposed to login as the user
PERFSTAT (default password=PERFSTAT).
The statistics get written into a bunch of tables owned by the user PERFSTAT (that's what the spcreate.sql script does for you: creates the user PERFSTAT and then creates a bunch of tables in his schema).
Lord knows what the STATSCRE.SQL script is. It doesn't exist on my 8i installation, that's for sure.
