Sure. What makes Oracle products talk to each other is a piece of software called SQL*Net, NET8 or Oracle NET (it's all the same with a different name!).
If you have your Oracle Net connections perfectly configured you can even put 817 OEM administering a 7.3 database, or 9iOEM any other 8 version.
