9iAS is an Application Server, and Oracle HTTP Server powered by Apache (sic)
is just a part of it. Critical, but not the only. With 9iAS you also get a lot of
other things - Java2 runtime environment and OC4J to run your JSPs, servlets,
EJBs, etc., Perl environment to run your Perl scripts, mod_plsql to run your stored
procedures, Oracle Web Cache to cache various content produced by your
applications, and a whole lot more. Oracle HTTP Server is also shipped as part
of 8iEE and 9iEE, so if the web server with JServ and mod_plsql is the only
thing you need, then you don't need 9iAS.
