Listener service_register causing tns timeout issues

I am having a problem with RDBMS 8.1.7.3.2 on a Win2K Server. After I restart a the listener, I can connect from a client workstation repeatedly until the lines:

    30-MAY-2002 18:09:30 * service_register * DEVSKIES * 0
    30-MAY-2002 18:09:30 * service_register * TAA * 0
    30-MAY-2002 18:09:30 * service_register * WTBREP * 0
show in the log. Once this automated registration occurs, I can no longer connect to the instance receiving the: "ORA-12535: TNS:operation timed out" error message. What does the PMON process due that would break the ability to connect to these instances?
