I'd be willing to bet a donut that Oracle isn't using copy semnatics when passing the transition variable.
so :new.id is pointing straight to the buffer holding the nextval. The dummy variable assignment forces the copy. Fix will likely be to force copies when cosuming any of those special guys since detecting the conflict is hard.
