Looks strange. I've never work on Tru64, but I've used a lot of Unixes and on every of them all process can be killed by kill -9. Sometimes I needed to run kill -9 few times, but after some effort in all cases kill -9 helped and process had been eliminated without rebooting. Reboot is something associated with Microsoft OSs.
