Limiting sessions per user

Hi,

I'm trying to limit the number of concurrent sessions that each user is allowed in an Oracle 8i databsae. When I set the limit to 1, I can log into SQL Plus twice as the same user and run a select statement in each. I must be missing something here, the Oracle docs don't seem too helpful. Any suggestions?
