Precision, please. An Instance no more requires a system tablespace than it requires a controlfile. What state do you get to *create* the system tablespace in the first place? Er... NOMOUNT... which means... er, "I have an Instance but nothing else".

Strictly speaking, all you require is RAM in which to create the Instance.
