Don't choose to create the sample database during the install. The universal installer has trouble calling the Database COnfiguration Assistant. Seen the same failure, in the same place many times.

Install 8i- do not let isntaller run ANY outside assistants (just say NO when it asks you!)
THEN
run the DB creation assistant after Oralce is up and running
