I think he's dead serious.
NT will usually insist on having at least 20% free for either an inactive file system cache or something else equally stupid.

Not only that, when a particular process takes up a large amount of memory NT will start to agressively steal it back even if nothing asks for it.

Ah, the joy of a "self-tuning, self-adjusting" OS... :-)
