Yes. It involves the exp and imp utilities. First, export the database or schema using exp:
exp <user/password> file=<user>.dmp owner=<user>
This will export the given users schema. Now use imp to generate the text file:
imp <user/password> file=<user>.dmp full=y show=y > <user>.sql 2>&1
This will generate an editable script for you.
