WebDB installtion problems

Hello !

How can I install OAS_PUBLIC into Oracle8i (v. 1.5.0) database (Windows NT). OAS_PUBLIC schema (and its objects) is used by WebDB (v. 2.1) during its installation
(if it's not present Oracle can't compile WebDB packages).

I have two databases on the same machine. I've installed WebDB on the first one (everything works fine), When I try to install WebDB into the second one, I get errors beacause there is no OAS_PUBLIC.
