  1. no. if the application specifies or requires the Oracle 7.3 client libraries, you need to use the Oracle 7.3 client libraries.
  2. no. if the ODBC driver requires a specific version of the oracle client libraries, you need to use those client libraries.

is there a reason that you cannot install both the Oracle 7.3 and Oracle 8 client libraries?
